Why this exists. Phase II is paused. Phase I is not. SAM registration is taught. SPRS posting and the evidence log usually are not. Owner-operators cannot staff a compliance office. This is the paperwork layer.

You need operator discipline: SAM current, SPRS posted, evidence filed, CUI handled, CDRLs on time, owner approvals explicit. You cannot staff a compliance office — the owner still has to sign.
